WASHINGTON – U.S. defense officials say they have intelligence indicating the coordinated attacks this weekend in Afghanistan were conducted by the Pakistan-based Haqqani militant network, as Afghan officials have alleged.

But Army Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, says officials have not concluded whether the attacks emanated out of Pakistan.

Defense Secretary Leon Panetta says that while the assault showed that the insurgency is resilient, the enemy has not made any tactical gains or been able to regain territory lost in the past year or more.

The series of coordinated attacks over the weekend hit Kabul and several eastern cities and is being touted as the opening salvo of the spring fighting season. Afghan officials say that eight policemen and three civilians were killed along with 36 insurgents.
